From January to the End of April 2015 the Ifpra Executive invited World Urban Parks Task Force Strategy Group members to join with them to form a World Urban Parks Joint Implementation Committee.

The Committee will have held meetings on 4 February, 5 March and 1 April to provide governance oversight. The Joint Implementation Committee was also the initial source of first directors for the World Urban Parks board.

World Urban Parks was registered in New Zealand as an Incorporated Society on 23 February 2015. Registration can be viewed at www.societies.govt.nz under its name or registration number 2619311. The registration site is required to include the rules/constitution of World Urban Parks and future financial statements.

During March the new organisation's banking, invoicing and promotional material was developed. Ifpra members automatically transfer to the new organisation and an invoice and membership form (to update details) will be sent in March and April.

Results of the Special Meeting of the Ifpra General Assembly:

 

There was  healthy turnout of 127 answering the main question whether to approve the new world urban parks/’new Ifpra’ constitution.

93 percent voted ‘Yes'

3 percent voted ‘Yes subject to conditions’ (modifications)

 

4 percent voted ‘No’

Strictly in terms of the Ifpra constitution, votes by financial members gave the following corrected result:

92.68 voted ‘Yes’

3.66 percent voted ‘Yes’ subject to conditions

3.66 percent voted ‘No’

 

As 75 percent of eligible voting members are required to approve a constitutional change, the new constitution was approved by a comfortable margin.

 

At this stage the constitution will likely take effect on 1 April 2015.

 

119 members indicated their preference for the name for the ‘new Ifpra’

81.5 percent preferred World Urban Parks

18.5 percent preferred Ifpra

 

16 members made comments, most commonly to consider adding Recreation in the title to reflect the new constitution, or to add Organisation on the end.

The Ifpra Executive would like to thank all those who turned out to vote, as well as the many members who were involved in one way or another in ensuring our parks, open space and recreation industry has a viable organisation to represent the parks, open space and recreation sector.

Preamble: This is an important strategic decision about initiating a new-model, inclusive, financially sustainable world urban parks organisation or 'new Ifpra' in response to declining membership of our current organisation. The Ifpra World Executive recommends approval of the new draft constitution.

The Task Force Strategy Group delivered their report to the World Executive on 30 October 2014. The Report and appendices was directly e-mailed to Ifpra Members on 12 November 2014. The appendices included the Draft World Urban Parks Ltd Constitution that the Ifpra General Assembly will vote whether to adopt to replace the current Ifpra Constitution on 5-12 December 2014.

The Task Force Strategy Group has created a draft Prospectus of the new organisation for consultation purposes. These are to be accompanied by one-page draft Invitations to join the new organisation. The drafts are to test whether organisations and individuals would be prepared to seriously consider joining the organisation after reviewing the benefits and costs.
